The Palm Beach County Department of Housing and Economic Development will begin Round 2 of its Community Development Block Grant Coronavirus (CDBG-CV) Mortgage Assistance Program. This program allows new applicants, impacted by COVID19, to apply for financial assistance to help with paying delinquent first mortgage, escrow payments (PITI), second mortgages, late fees, condominium and homeowners’ association payments, special assessments, and other mortgage associated costs related to COVID-19.
Up to 6 months of assistance (not to exceed $10,000) will be provided to income eligible households who are at least one-month (30+ days) delinquent (after February 29, 2020) in their home mortgage, escrow payments (PITI) and/or condominium and homeowners’ association payments. Assistance cannot be used to cover payments already made; and will be provided as a grant or a forgivable loan.
All requests for assistance will be reviewed based on approved criteria. To qualify, all homeowners must demonstrate that the costs are directly tied to COVID-19. Additional criteria include but is not limited to income eligibility (<80% or less AMI), residence must be owner occupied, not under contract or listed for sale within the past 60 days, property must be in Palm Beach County, and the assessed value cannot exceed $331,888.
All applications must be submitted online and will be processed on a first come, first qualified, first served basis, subject to funding availability. The online application will open on Monday, August 16, 2021 at 8:00am, through Tuesday, September 7, 2021 at 11:59pm. Applications can be accessed at the County’s Department of Housing and Economic Development’s website.
The eviction moratorium issued by the Center for Disease Control will expire on July 31, 2021. Individuals who may be impacted can apply for rental assistance at: www.RentalAssistancePBC.org
To qualify for aid, the applicant must rent in PBC and at least one person in the home must prove loss of income either directly or indirectly due to COVID-19. Households must also be at or below 80% of the Area Median Income (AMI). Those qualifying for unemployment can demonstrate a risk of homelessness or housing instability and/or have incurred significant costs due to COVID-19 may also be eligible.
Priority is for the unemployed or those who have received an eviction notice. If a tenant’s eviction is filed in court, the renter will be referred to the Legal Aid Society Palm Beach County (LAS) or Florida Rural Legal Services (FRLS). LAS and FRLS will work to provide free legal assistance and representation in landlord/tenant matters. Those eligible may receive assistance with past due payments.
In order to apply for rental and/or relocation assistance:
Rental support may be paid up to three months in advance and income must be recertified for each three-month period.
For rental assistance, landlords must be registered as vendors with PBC. Utility assistance is for electric, water, gas, sewer, trash removal and energy costs for eligible rental households only.
