Construction Inspection & City Planning
Turbid discharges from construction sites can flow into surface waters, thus when stormwater runs through construction sites, it may pick up pollutants and transport them into national waterways. Turbid discharges from construction sites can affect commercial fisheries, damage aquatic life, restrict swimming areas, and affect the navigability of Boca Raton ’s waterways.
In order to combat the effects of stormwater runoff from construction sites, effective May 1, 2003, construction sites resulting in a disturbance of one acre or more, are required to seek coverage under the FDEP Generic Permit for Stormwater Discharge from Large and Small Construction Activities (CGP). (Operators of large construction projects who received coverage prior to May 1, 2003, should reference Florida 's Generic Permit for Stormwater Discharge from Construction Activities that disturb five or more acres of land.)
It is the CGP that includes the requirement that a Notice of Intent (NOI) and Notice of Termination (NOT) be submitted to FDEP. It is also the CGP that requires completion of a stormwater pollution prevention plan (SWPPP).
What is a Stormwater Pollution Prevention Plan (SWPPP)?
The SWPPP is a basic statement of how the site should be managed to prevent or significantly reduce discharge of pollutants from the site during construction activity. No solid materials, including building materials, shall be discharged to waters of the United States . The City of Boca Raton requires preparation and certification of the SWPPP by a Professional Engineer. The SWPPP should be modified as needed and contain the signatures of all contractors and sub-contractors attesting to their having read and willingness to abide by its directives.
SWPPP contains, at a minimum, the following elements:
The City’s requirements can be found in Code of Ordinances, Chapters 23 and 26 of the Municipal Code.
